However, the situation worsened as the Fukushima Daiichi nuclear power plant confronted an imminent crisis when the tsunami incapacitated the cooling systems of three reactors. As radiation levels surged and hydrogen explosions erupted within the facility, Japanese officials grappled with the dire possibility of evacuating Tokyo, a bustling metropolis housing 35 million residents.
